I doubt it completly as there are no animal textures or models in the "GTA3.IMG"

I don't have the PC version, but maybe you could design a monkey character?

Theoretically then there is an animal in the game.

 

I've never modded a game, and I don't own the PC version so feel free to shoot down my theory.

Well, yes, you would be able to do that. However, I am an unsure as for how much of an extent that could be actually done and made as if the model acts like a monkey, which is where things get complicated. The easy way to do it would be to just replace a ped's texture with a monkey like one. But it would still act like the ped character you'd edited; the only thing that would be changed is the actual 'look' of the model. But I know next to nothing in terms of how hard it is to replace the shape, and A.I. of the model as I am no modder/coder. But I'm sure it can be done one way or another.
