crazyanurag Posted June 3, 2006 Share Posted June 3, 2006 Transfender is open ever since you get to San Fierro, but Wheel Arch Angels, which is a modshop for street racing cars, only opens when you complete Cesar's first mission in San Fierro...incidentally, Cesar's missions are available only after you complete the Driving School tests... GTA_Loco Posted June 3, 2006 Share Posted June 3, 2006 (edited) If you're referring to Transfender, all branches will infact be opened already as early as finishing Cesar Vialpando, though of course San Fierro is still restricted at this point, besides there's one anyway at Vinewood, Los Santos. Now if you mean the Wheels Arc Angels in Ocean Flat in San Fierro, which mods only 6 types of vehicles, then that opens once you have finished the Cesar optional mission Zeroing In, as mentioned by CCP & crazyanurag here.
