Well considering hes in LV territory I'm assuming it's not the beginning. ..and I'm sure if he plays he isn't the only celebrity who enjoys bustin' a cap on San Andreas. Ive seen preview and clips of it on T.V and from what ive seen he's playin Fight Night Round 2 or 3 on PS2. Unless he's already unlocked the 3 cities, but is still doing LV's missions (notice that there's no gang territories in the map yet, cuz they disappear until you return to LS). Yep I noticed that too, probably something to do with our stupid classification laws and stuff where for some reason San Andreas is too violent but Fight Night isn't?
