Justin
These forums are for troubleshooting of an unedited install of Vice City, as mentioned in the pinned topic. You yourself admit that VC works when VCMM doesn't. That's it, as far as the Vice City Troubleshooting forums are concerned... VCMM isn't being produced/continued/supported any more. That's probably half (if not all) of your problem. Other than that, you said that it messed up your game at some stage in the past? It might be worth doing a re-install. Good practice with modding is to 'cut out the middle men' by learning how to intall mods manually. It might be a little trickier, but once you're confident in your own ability to install mods, you can instantly put down any errors you come across to the mod itself. Finally, Windows 98 compatibility mode has no bearing on whether or not mods will work. So yeah, my advice: Re-install, and don't use VCMM to install your mods. You will have to remember to change back to Windows 98 compatibility after the re-install, though.

Justin
I know, I understand the problem. VCMM is no longer being supported or continued. So don't use it. It doesn't work. If no mod you installed ever worked, get rid of VCMM completely. If you want to use mods, learn how to install them. It's not hard - every good mod comes with a readme or some sort of documentation as to how to install it. Moved to Editing Discussion -> Troubleshooting. Ben
And if you're still stuck after that, contacting the author or asking in the Troubleshooting section here are two other options you have . Someone will more than likely be able to help you.
