None of the GTA3 games have directly prevented you from getting 100% by cheating. It's possible a cheat can glitch your game, but the only known case of that in San Andreas is not being able to pass the Madd Dogg mission. You received that information because numerous people keep spreading it around. It was pretty awful in Vice City - there were claims by folks that using the health and armor cheats had somehow "disappeared" a hidden package, thus preventing 100%. Well, cheating in and of itself doesn't necessarily prevent you from getting 100 percent in SA. It depends on which cheats you use. It's been proven that using the "Peds Riot" cheat (and, I'm assuming, the similar "Chaos Mode" cheat) makes the mission "Madd Dogg" impossible to complete. Even when disabled after being activated, it causes erratic behavior in NPC's as it does in that mission. I've got 100% in all 3 games, but I never earned gold in Burn and Lap. I doubt I ever will. That test was just evil! Try doing the test in first-person view. Make your 180-degree burnout turn when you see the cones pass from your field of vision. That's how I got gold. Also, you only need bronze in that test and the rest of them to get 100 percent, in case you didn't know about that. I think its necessary, since you must have 100% teritories before receive phone call from Sweet to trigger "End of the line" missions. So if you already completed "End of the line", im sure you have 100% teritories (no more attacks from gangs once you have 100% teritories). And that glitch can never be a concern for someone who has 99.47% completion. There's simply no way they can get that many mission points if they cannot get passed that mission. And since everybody who is convinced that cheating prevents 100% always complains when they're right around 99%, the Madd Dogg glitch should not be an issue.
