ps2 100% is BS

I'm really aggrivated now. I've finished the game twice, I've completed every race, every mission, acquired every asset, done all side jobs, gotten 100% on the girls...and gotten all the photos, horseshoes, oysters, and jumps. I've done EVERYTHING on the checklist, and I still only have 99.48%. What am I missing? Higher gambling skill? Hitman level on all weapons? I don't get what's wrong!

Make sure you've beaten all the gym masters. That's often something people forget about.

I've already done the checklist. Sub-missions include fighting, pimping, ambulance, valet parking, ammu-nation challenges, etc. The thing I didn't know about was Courier Missions. I had 97%, then I did them and it brought me to 99.48%. The checklist was the thing that brought courier missions to my attention, but then I went through the checklist and checked everything off. I've done all the exporting, all the races (including dirt track), all collectibles and EVERYTHING on that list. I'm just pissed something's missing.

At 99.47%, what you are missing is guaranteed to be on this checklist. It was specifically made for the "only one thing left" situation by Craig Kostelecky. Recheck your stats and redo everything listed that can't be verified by stats or reward spawns, even if you are sure you did it. I once completed something and forgot to save it and a week later when I thought I was done with the game I had to go through the list to find out that it was still missing. Most of the time when people have this problem, it is either one of the three gym moves or the AK47 Ammunation Challenge.

Ok, now that I got 100% (go figure I only had 1 freight train mission done), how come my jet and tank haven't shown up at my house? Any ideas??

(yes it says "Progress Made: 100%" under the stats menu)

they don't show up in front of The Johnson House...they spawn in Grove Street...the Hydra is on the roof of Sweet's house, where there was a Tec-9 pick-up earlier, and the Rhino spawns in under the bridge, to the west of CJ's place...
