Pretty much, especially in the PC version, just use FRAPS for screen captures, it's alot better than in game pictures. But if you are using a console version, and need to take a picture quick, you can use the camera, but I think it's a pain in the arse to upload the pictures. Replying to a 12 year old post, asked by a member who has also not been back in 12 years is futile. The true answer is that the Limit to Photographs is the Memory (hard drive space) of the machine, not a function of the games programing, so a cheat code is not necessary or workable.
