It was once a province of America until the end of the Second World War, when it split from the US during a series of rebellions. They appointed a Democratic government in their republic system, which was last presided over by President Johann Arbusto I. However, seeing that he would never fairly get the Presidency, his son, General of the Army Arbusto II, assassinated his father and declared himself President GOA Arbusto II in 1986. He rules over San Andreas with an iron fist. In recent years a rebellion movement has arisen to drive him out. Capital: San FierroCurrency: The ArbClimate: TemperateLanguage: English, Spanish, GermanFlag: Flag San Andreas is ruled by General of Army Arbusto, and his army of police. The Rebels goal is to topple the ROSA Government. GOA Arbusto is an iron-fist dictator and rules oppressively. He decides the fate of every citizen, on his whim. Arbusto's excellent spy and communication network allow him to see all of San Andreas, while remaining away from the action deep inside Area 69. Arbusto rules via his police corps. Members in the Republik of San Andreas are all called Citizens. Government employees are called ROSA Police Corps; Civilian dissidents are called The Resistance. Laws: All ROSA laws reflect real laws in the UK, US, Australia, etc. Additional laws are as follows: -All territories are ROSA controlled in the beginning. -Neither group can outnumber the other by more than 33%, or new recruits are rejected. -4 stars for any disobedience (hit a ped, run a redlight, etc) -Curfew is in effect from 18:00-06:00 every night, 4 stars (enable reduced traffic) -No civilian has the right to recieve weapons, 4 stars. Carrying weapons is permitted. -Civilians are not permitted to have public assembly without permission, 4 stars -Action against government or ROSA officials, 6 stars -Item and vehicle locations in SA are as in a new game, not 100% completed game. -Any item pick ups from the map can only be collected once. -Any fight involving more than 2 citizens or for control of a territory must use chaos cheat. -No territory can be won or lost to non-player Citizens. -Citizens must consent to their deaths before being killed off. (Arbusto must approve Police killings). -Dead citizens drop all belongings at location of death. -If a player's citizen is killed, they become an immigrant and apply with police or join the rebels, starting from scratch. Before a story is posted, you must PM your story to your faction leaders. Any stories that are posted without doing so will result in sever consequences. After you have consistantly written stories that flow well with the ROSA game, then you will no longer have to acquire approval from your faction leaders. Faction leaders will determine when it is time to allow you to cease in PMing your stories. ROSA Corps: To join, a Citizen's first post must be a strong pledge against the Resistance. Arbusto assigns roles and starting locations. All actions must be approved via a private message to Arbusto before being posted. Any revisions by Arbusto must be followed, or re-submitted for approval via PM. Insubordination results in 4 star wanted level or arrest warrant to be issued by another Police. Police with wanted level can only remove it by being killed, court martialed or joining a willing rebel. Killing a rebel angers citizens and peds hate you (cheat code) in that territory for 48 hours. At any time, Arbusto can order a mission via PM. The Resistance To join, a Citizen's first post must be a strong pledge against Arbusto or the government. Arbusto assigns roles and starting locations. 4 star Wanted level is erased by entering a safehouse, ending your post. 5/6 star level can only be cleared by entering a safehouse on another of the 3 islands, ending your post. The Separatists To join, a Citizen's first post must be a strong pledge against Arbusto or the government. The Separatists are in no way associated with The Revolucion or any of it's members. They are their own faction and operate under their own rules. I: The Government reserves the right to seize any weapons or land deemed necessary for the war effort. II: All ROSA stories must be cleared by MI7 by PM before being posted. III: Only members with the "Pilot" skill may fly aircraft.IV: All members may carry only a maximum of 2 Guns, 1 Melee Weapon and 1 Explosive weapon at any time. V: Any member that is not innactive in the ROSA Topic (i.e. Not a single post) will be taken off the roster and executed the next day. Any member that is active but has not contributed in stories or videos in four weeks or over, will be taken off the roster and executed. VI: Any contestions of the rules or the way situations are being handled are to be dealt with only via PM. Any infraction will result in sever consequences. Points are recieved from your faction leaders for each successful story or video you create. *8+ Point purhcases must be PM'd to your faction leaders. Your faction leader will then discuss your weapon/vehicle purchase request with the rest of the faction leaders. The rest of the info can be found in the news section. Explosive Situation It was a hot and humid night in Las Venturas when I first got the dispatch call on my radio. There was a bomb threat down at one of the LSX. Apparently one of the hangers had been filled with enough kilo's of C4 to blow the sh*t out of LSX and totaly destroy most of the runway. However, I was pissed. Why hadn't I heard aboutt his first? Arbusto and his team always made sure I was the first to know about any terrorist situation, even moreso now that MI7 is MIA. I picked up my intercom headset and connected to Arbusto's frequency. Me: Arbusto what the f*ck is going on? Why was I the last to hear about this bomb threat? Arbusto: Because we don't need you on this one Bryce. Me: My ass you don't need me. The last time you sent our "certified" bomb techs out to the seen, they blew up themselves and half of th SFPD Police Station. I'm leaving now. Arbusto: Fine, but what are you going to do? You know nothing about bomb defusal. Me: You're right, but Mike_Toreno does. I threw my gear in the back seat and so did Mike_Toreno. Recently he had been staying at some girl's house. I don't know what the situation was between them, nor did I care. Mike: Hey how's it going? Me: We've got a terrorist situation. Some asshole loaded up one of the hangers at LSX with a sh*tload of C4. Mike: Sounds fun. Have we accessed the situation yet? How much time? Blueprints of the hanger? Me: We have nothing yet, I called everyone off and I wanted you to be the first person near it. Mike: Sounds good. (Location: ROSA Command Post at the east end of the landing strip) Me: So what do we have guys? Bomb Tech: Well as you can see the door is closed, which makes sh*t a bit more hairy. There are no windows on the whole building, no skilights. However, the roof does open up through remote control, but we don't want to be triggering anything with a radio signal near that hanger, for obvious reasonsl. Me: Good. Mike you ready? Mike: Yeah, lets do it. Hey you two BT's, come with me. We got within 20 feet of the hanger and stopped. Mike took out his IR goggles and scanned all around the building. Nothing that looked like it might set off the bomb was on the ground, we were ok for now. We got up right next to the building but didn't touch anything. Mike took out his mirror device. The mirror itself was about the size of a plate and attacehed to it was a mechanical arm that could extend to 10 feet. Mike hoisted it up and peered through the windows at the top of the hanger door. Mike: Holy sh*t, there isn't anything that resmebles C4 in here, but there is enough barrels with an RNX looking solvent in them, to level all of the airport. This place is packed. Me: Mike can you see a timer or a triggering device? Mike:Not that I can see, but I need to be able to get inside to know for sure. But just haven't gotten round to writing/recording anything. And the sh*t I did record, sucked hard. So, yeah. But I'll definately have something in the next week or so.
