City Skyline Silhouette

Okay so on a few of the GTAnet sites there are silhouettes of a city skylines as a background for the headers. Does anyone know if there are any easy ways to get images like this or do you have to create your own based on reducing images to two colours? Like if there is a photoshop brush set or something that would be much easier.
