Peds sounds

One thing that I like in GTA3 is the peds talking, lots of them are very funny, in Vice City I found them boring or at least not as much interesting as in GTA3 and they don't talk too much. So I decided to put some voices in from GTA3 to VC, somehow it works, but they still don't talk too much as in GTA3. So, is there any way to 'make' them talk more often?

While I'm here, I edited the radios so I put some music into them (with the program which changes from mp3 to adf) because after a while I get bored listening always the same, so, even I installed the radios on hard disk, the game keeps reading from cd, how I avoid that?
