It is generally helpful to post both the game and the platform when asking a question like this. For the game, I shall assume San Andreas; if you mean GTA3 or Vice, you can stop reading now. For SA, both the xbox and PC versions have a "User Track Player" radio station which you can use to play your own music. On the xbox, it uses the "soundtracks" already created via the xbox dashboard. For the PC, it uses music files and/or shortcuts in the "User Tracks" folder of the saved game directory (generally "My Documents\GTA San Andreas User Files\.") I'm not aware of such cability on the PS2 version, but I don't own a PS2 myself. On the other hand, to actually change the content of the "real" radio stations on the PC version, take a look at SAAT via the links in my signature.
