Demarest
If you have a modding query, post it in the modding section. The best way is to get your feet wet. Download existing mods and see how they do it. What tools they use to install, what files get modded. Read around, do some searching. You don't just post one of the most open-ended questions

Demarest
wanted to know how you start to mod stuff Stuff? Like how much SSA costs? That's in the SCM. Like on screen text? That's in the GXT. Like the icons that appears on the radar? That in a TXD. Like how heavy the Firetruck is? That's in the CFG. Like how many Love Fists are in traffic? That's in the IDE. Like trees having solid trunks? That's in the COL. Like changing a billboard? That's in the IMG. Each one of those requires a different tool/file/method. You asked an open ended question. No need to get upset with me. Now following my advice, you'd begin to get a feel for what tools are used to mod what files. You'd get an idea of what files alter what and things like that. You'd have the answer to your question, but it would have a more lasting effect because you did it yourself. If you consider Mxy's links helpful, then you've already conceded that between the internet and GTAF, you have access to a wealth of information that's going to get you started. How is that different from what I said? See, you asked an open ended question. I've seen people like that come and go. We reserve our help for those that will use it and somebody waltzing into the wrong section, asking "how do I mod stuff" doesn't look to me like a motivated individual. If I've erred in that observation, then perhaps present yourself more thoughtfully and stop blaming others. To answer your "smart arse" question, this forum has a search feature. Not to mention the index on the side of every single page. If you skim through that and can't tell me where the modding section is, then a river of links isn't going to yield anything. So you see, I help those willing to help themselves. For those that don't, I encourage them to help themselves. There's a more accomplished feeling of doing it on your own because not only does it get done, but then you also learn the valuable lesson that you CAN do it. I've been doing this for years now and it works. We stay relatively low on those that would waste our time, but continue to have tons of people thanking me for helping them get started. The only people that have been upset are those who are lazy and don't want to have to do any of the work themselves
