Why is it that you can't take over a Territory called Jefferson where Jefferson Hotel is its purple but ballas are never there i dont know if its juss for me but if why?

Actually, you can. After you take over all other Balla territories, you can start gang wars. It is hard to start it, but nonetheless, i have gotten it. It seems that that is their "main" territory. Much like Grove street is to CJ. To capture it, as I said, you need to get all their territories before trying it.

As that territory is too small, the Ballas hardly ever spawn there. To get Ballas there, you have to go to another territory and get them to follow you to the smaller territory. Once they are inside it, kill them and the war starts. Remember you have to make sure you kill 3 Ballas before the war happens.

Another option is to stand in the parking lot at the hotel and use the sniper rifle to shoot at enemy gang members that spawn in nearby territories in the area, even if they're outside the territory (or even if the gang members you kill are from a different gang than the one that holds the territory you want to capture), as long as you are inside it killing three of them will start a war there.

also, this becomes a problem if you've got all(or almost all) territories secured before attempting this...as gillies said, you've gotta be inside the territory, while you can shoot either Vagos or Ballas to start the Gang War...other similar territories would be Los Flores and Temple, which again are small and hard to capture.

 

if rival gang members don't spawn on foot, you'll likely see them passing by in cars...when you see that, shoot the cars(but don't destroy them!) and wait for the Ballas to exit their vehicles and then pop them and start the war...

You can also try going inside the motel then go out again. This trick usually spawns certain type of characters.

If you're lucky, you'll find them Ballas milling around by the sidewalk. Hopefully there'll be three of them that'll spawn.Punch one of them, once they chase you, lead them within the motel parking lot, then cap them all. That should start a gang war on that spot.

You guys have been a great help i have finally captured it thank you all of you but im kinda colored blind so i can't find the other two Vago's turf haha cuz the green and yelllow i get mixed up

That's just about right, their turf is that alleyway north and east of the marker.

Also check for Vagos turf in Bayside Marina, north of San Fierro.

In my case i went to the territory near that one punh one gang menber in his group and five ballas chase me to the jefferson hotel shotting at me. When I entered the area i just shot them and provoque a gang war.

If this is the territory I think it is (the one the falls right on the hotel, as compared to being around it) I usually just stand on the roof. I look around a bit (both in and out of gun views) until I see a gang member, then shoot at them until they get pissed and come towards me. I've never had a problem when doing it this way.

 

Of course I've never gotten all those around it leaving it for last.
