I'm sure all three islands could be available, but it's such a huge playing area means that people might not be able to find eachother, or simply be so far removed from the action that it becomes boring. It's really up to the server admin to whether they want a large sprawling deathmatch, or a tight, fast and action-packed game. Not to tell others how they should play, but that wouldn't seem much fun with all that driving, but its all up to the server admin. SA is a really big city, and you'll see why when you play it.
