Thinner Tires

I downloaded a 97 lincoln for Stretch,but the wheels are too wide,I know how 2 change wheel size (vehicle.ide),but I can find no info on this forum on how to change the width of it..Surely there is a way to change this without changing the circumference.---> <---.Also,what can somone explain what these numbers actually mean?

 

10, 0, 0, -1, 1.0, 1.0, -1

 

 

I know the last 2 sets if digits before the -1 is for front and rear wheel circumference changes.
