There is something strange about your save game file, none of the other safe houses appear as buyable even though they should be by now... Do you see the same thing? The houses in the Badlands and Red County should become available after "The Green Sabre", the ones in San Fierro after completing "Are You Going To San Fierro?", in the desert after "Yay Ka-Boom-Boom" and all the rest after "Learning To Fly" - have you installed any mods of any kind? (clearly you haven't installed any of the mods that change the missions script or whatever it is that makes the save games incompatible with other installations).
