To shoot down the chopper, you have to sacrifice your flamethrower to pick up the rocket launcher on the helipad. Rather than using the rocket launcher the mission provides, I grabbed a heat seeking rocket launcher at the airport. I used none of your ammo or armor. There's an FCR 900 in your Doherty garage. Cheats were not used, but as you probably know, there were cheats on the save file you posted. Enjoy the rest of the game!
