To answer your question: assuming you're a PC user, copy and paste (or cut and paste, whatever's your cup of tea) your desired mp3 files into the 'GTAIII\mp3' directory. You may use shortcuts to mp3 files located elsewhere on your PC if you so wish. From here, fire up GTA3 and you're away. Flick the radio onto 'mp3 player' and you'll be hearing your tunes. If a file is corrupt or invalid, the mp3 report text file (in the mp3 folder) will tell you so, and the file will not be played on the mp3 player station.
