My favorite weapons are:

 

1st: Silent pistol - Powerful enough to kill by 1 shot if you shoot them in the head.

To take out of a police car, 1st shot ---> codriver, 2nd shot ---> driver. It's also fast and

can keep very good accuracy while blazing off.

 

2nd: M4 - Big mag(50), long range, well damage.

 

3rd: Heat seeking rocket - Police helicopters won't even have the chance to approach.
