Yes, it is possible as you can see on gta3mods.de. They have many alternative Menus for GTA Vice City. It is possible to change the background and the Text (as far as I know), but I think, you can't change the fading from Menu to Menu - It's hard-coded in the .EXE. Hope, I could help ya!
