the_king
What you need to do is open a file labled default.ide in GTAVC/data/. If you scroll down you will see a list of codes/ words that go something like this: 130, landstal, landstal, car, LANDSTAL, LANDSTK, null, normal, 10, 7, 0, 254, 0.8131, idaho, idaho, car, IDAHO, IDAHO, null, poorfamily, 10, 7, 0, 256, 0.64 Delete the word "ignore" from all of these lines, and replace it with the word "normal". This should fix the problem.
DeathSquad
Its got nothing to do with the default.ide at least in this case, unless he has some other mod installed. I've been told due to the size of the mod, and with the VC-Limit Hacking Program used its a common problem for all the vehicles and peds to disappear out of the game. I've duplicated the problem but could never find a fix for it, it was recommended by others to tell people that starting a new game is the best bet to solve that. And if you're going to do that, might as well slide in the I420 Mission Script, since you'd have to start a new game anyways (available off my website). DeathSquad
Its a random bug that happens to random people, my version would run no different than the version you have. All I can say is uninstall and reinstall it with VCM, or try the manual install version. There's nothing I can tell you that would fix the problem, except go as far as reinstalling Vice City and the Mod again. The only way I've duplicated the problem is with a fresh install of Vice, and as said I couldn't find a reason or a bug that was fixable.
