supersonic cars from hell

I haven't played GTA: SA for over a month now. This is because within five minutes of loading my saved game, all vehicles except bikes and police are moving at insanely fast speeds (blink and you'll miss 'em). It makes driving any kind of car virtually impossible and hence the game pretty much unplayable. I am at about 50% complete and currently stuck on the Flying School missions

 

As a test, I have started a new game, no problems with that but I don't want to have to go through all those bloody missions again!

 

I have completely re-installed the game. Twice. Am downloading yet *another* graphics driver.

 

Anyone else had this problem, if so, is there a cure?

AMD Athlon XP1900+

 

512 MB RAM
