Donald Rack
I was just thinking about it one day and now I'm obsessed with it. I know GTA III is kind ancient now but after messing around I can't figure it out. Changing the carcols didn't do anything so the black isn't set there. I looked in the .txd file and couldn't see anything in there but I could have missed it. Is it in the car model itself?
Picolini
The textures are permanently black. I really suck at texturing, so i can't help you out at all. But i know that it is the textures. Just like the army tank, you cant just change the colors for it., the texture is green (i think)

I think I know which one it is in the .txd file.
Donald Rack
Oh man, I'm stupid. I was in the wrong .img file. I was using the gta3 one and not the txd one. EDIT: Wish I could cover the doors with blue. I'm trying to make it like it was before Rockstar changed it. They probably deleted the texture from the .txd file. They didn't get rid of the stripes but they stopped them from appearing. I've been messing with the alpha masks with no luck yet. Maybe I can make my own texture with the help of Zmod. Suction Testicle Man
Can't you just edit the carcols.dat? Open it up with notepad, find the line starting with 'police' and change it from 0,1 to 3,1. I believe the colour 3 is the police car blue, and I know that the 0 is black. 1 is white, so leave that. It may be 2 that is police car blue - check by looking at the key at the top of the carcols file. If at first you don't succeed, you fail, and the test will be terminated. SeaNorris.
I tried that method straight away STM, it didn't work.
Donald Rack
I tried that method straight away STM, it didn't work. It woudn't, the black is a texture. Somebody probably already made a modded police car but mods for GTA III are hard to come by.
Donald Rack
Well, that's as close as I can get. I was able to make the lower doors blue but it also made part of the roof blue. So that's all my experience I have on the matter. That's what I was going for but I don't have enough skills to get it right.
