Contains an easy to use interface and plenty of help modding SA's graphical and traffic conditions. It allows you to edit really all settings that may slow your somputer down. I would highly recommend it for thoughs with slow computers wanting there game to be fast, and though with fast computers wanting a bit more grunt out of there game. Editing the stream can cause problems if not done correctly. The program will help you there. If you have enough experiance to do it with notepad then i'm not stoping you.
