i figured out how to get spawned boats and make them work.

 

use the staunton garage edit so you have boats then get in the boat and use Teleport: water between portland and staunton

 

teleport works but steering is difficult for some reason

OK, I just added a telepory cheat to skiller's cheat to save time going downstairs and then used your teleport cheat to see if I could combine them but it only teleported me and not the boat so I used the modified skiller cheat again and I ended up getting this gold boat I've never seen before...

EDIT: Just did it again and have realized it's because the bike in the garage is yellow and the second time you do it it turns the bike into a Predator but it seems to keep the colour setting... I think this means we can have any vehicle any colour we want... I'm going to have a play...
