Ok I run through everything and get him out of the car, now what?

 

I kill him and I fail the mission. So what do I do?

I think you have to let the Haitians come after you first, otherwise you fail the mission. Maybe that's what went wrong?

It's much easier if you've collected eighty hidden packages, which is when you get the Sea Sparrow which is a helicopter that can float on water and has guns on it.

 

If you already have that, then fly over and pick up the gang clothes and then fly to the gang lord and try and kill him with your guns. If you miss and your copter starts smoking, back out and wait for him to leave the area in a car, then chase him down and blow up the car. (The helicopter has an auto aiming feature, so you shouldn't worry about lining up correctly.)

 

If you don't have the Sea Sparrow, get a powerful gun and make sure you have full body armor and/or health and approach the gang lord from behind him and shoot him.

Yeah, you have to start a gang war between the Haitians and the Cubans first. Seeing as you're dressed up as a Cuban, essentially you just need to get the Haitians to come after you.

 

If remember correctly, you can only kill the guy once you've got the Haitians' attention and he begins to flee...
