Using cheats (excluding peds riot) won't prevent you from getting 100%, though it may lessen your sense of satisfaction. What is the traffic causing your problems with? Correct, only the peds riot cheat has been shown to wreck a game save. But, it doesn't hurt to save a copy of your game onto a different slot either! So: go for it- enter the cheat, record your clips and enter the cheat again to deactivate it. What will happen is you get a warning every time you save saying cheats could corrupt the data, and "number of times cheated" in your stats goes up. No it's dependent to each save slot, I have some saves with zero cheats used and 100%; and some saves with dozens of cheats and 100% on my PS2 memory card.
