Yes all you need to do is save the 100% save in the second save slot under the cheatdevice slot, then load up the cheat device save and then load up the 100% second save and you'll have the cheat device on that save as well, although the thing is you have to do this everytime you load up yur PSP as it doesn't work if you just sve the game with the cheatdevice as it won't be there on load up.
