I'm having a little trouble swimming

I think I'm doing something wrong, but whenever I hit the dive button CJ immediately dives down, but floats up within seconds everytime. Regardless of how much I swim or change the direction CJ is facing. Would swimming in the ocean cause him to surface for any reason? It's probably something obvious that I'm not doing, but thanks in advance for any help.

Are you holding the dive button or just pressing it and then letting off? You need to hold it. I think.

Hold down the sprint button (spacebar on the PC). This makes CJ's swimming more vigorous, and allows him to dive to go after oysters and to get under things like ship bottoms. Tap the sprint button to make his swimming even more vigorous.

 

For convenience, finish the burglary missions before you do any serious swimming. To do this, steal and deliver a total of $10,000 worth of stolen goods. This can be done over as many sessions as you want.

When you first dive he won't go very far under the water and unless you swim downwards for a couple of seconds (use the mouse to point him downwards, then hold the sprint button) he will resurface. Only the sprint button makes him move while underwater, and even though the dialogs you see the first time you go swimming say to tap it just holding it down works better.
