I don't think so. Aiming and killing law enforcement agents punish you with some stars, so the more you kill, the more they'll spawn to stop you.

They're just like the gangs around town. They will continue to spawn in that area for as long as you're in that area.

yes they respawn-- but here are a few tidbits about killing soldiers in fort baxter...

 

I participate in a vc recordbook and when boosting my headshots stat I discovered a few things--- this applies to the soldiers at fort baxter-- not sure about the ones that come after you at 6 stars.

 

If you have a police uniform they ignore you (everyone knows this)--if you shoot them with most weapons the shoot back. If you shoot them with a sniper rifle they won't shoot back at you-- you will get a wanted level eventually and police will spawn in the fort but the 6 star soldiers will not-- the soldiers will just ignore you--- you can avoid the police heli by staying under cover (there are covered areas by the hunter spawn point in there)

 

And the gang for these soldiers is the "streetwannabes" for some reason-- this will become your "least favorite gang" in your stats if you kill enough soldiers in fort baxter.

 

 

I've head shotted a few thousand soldiers

Not sure if the engine can't handle enough gangs or what. But the code is designed to replace what models that gang uses when you're near Fort Baxter. This "efficiency" approach apparently has but one drawback: the one you pointed out. I wouldn't doubt that to even be an oversight on R*'s part, so kudos for exploiting it cool.gif
