I think that place on the bluejeans's screen is beta version of donat shop in Los Santos.

there's one in LS, also, I think... ( you meet tenpenny there for a few missions before going to the badlands early in the story, right?. )

 

Probably one in LV, too. Good places to get 'vigilante' vehicles without the heat.

No it isn't.

The one you marked on the map is "Jim's Sticky ring" and it's used in a cutscene. Not only does it have totally different logos and signs, but it has a different donut. The one you posted is a different building, with a different donut, pointing in a different direction (45 degrees to the right.)

 

You were right about the pic the starter posted being a beta shot. You won't find that exact building in that exact spot in the game. You can however find that exact same building. It has the same donut, and the same signs/logos. It is one block west of the spot on the map that Mxyzptlk posted, and it is the spot/donut shop shown in your pics. It is the exact same building in the pic the topic starter posted, it's just not in the same spot as in his pic.
