I know they are wearing black jackets (some in white hoodies), have their arms crossed and you can interact with them if you are facing them. I've read that if you grab the 9mm in the backyard of the house across from the Johnsons house on Grove Street one will show up, but this ain't happenin'. I also read that they're up in the Northeast of Los Santos. No luck with that either. Anybody know if this is a bug or if I'm doing something wrong? Help!! In the beginning of the game, they seem to only be in Balla/Vagos territory. I find them pretty often around Glen Park and in the hilly area NE of there (Las Colinas maybe?) Sometimes it takes a bit of trying to find them. Later in the game (after Green Sabre, probably) they are all over LS, including showing up quite often on Grove Street. EDIT: Just to make sure you're looking for the right guys, here are screenshots that Gamingfreak posted a while back (link): one has a black tank witha hat on and is a african american with black pants. the other one has a rockstar hoodie with the hoodie over his head. and is white. well wanna have a photo?
