Because I tried it. I wanted that heli! Enter Perfect Traction cheat, get a fast car and jump on the wall of casino. Exit the car and jump over the fence. Now you will be on the roof without entering the yellow marker and activating cutscene. So I went to the choper and tryed enter it but it was locked.
