Augh
Honestly? You shouldn't. If you're going to need tutorials (which can't really teach you the essentials to make your stuff really shine, that has to come from you) for any of those elements at all, you will never manage a TC. Hell, noone or few enough to nil people as makes no difference has a chance at finishing a project like that alone anyway. Where you should start, is thinking a LOT smaller than that. Most people who start a TC have at least some necessary management skills or something to contribute. Ok, so they don't, but it's a nice fantasy. If you're wanting to mod, think smaller to start out, much smaller. Maybe try and model something, then after a few small self contained models, try your hand at texturing one of them, so on and so forth blah blah on and on. No, there is not a tutorial for making a TC. I believe long ago one was written with basic guidelines, but it really didn't say anything that isn't common sense, and one of its first major points was "if you don't know what you're doing, do NOT start a TC". Sorry to be a wet blanket, but it's pretty much how things are in reality

Augh
All very very platform dependant. Imo a building is probably a better place to start than a car, it's more original and simpler to model too, but does rely on good textures. If you never tried any modeling before then you should probably spend some time with google and some general 3d sites to work out exactly what it is you need to know and what you really want to do. Tuts can tell a lot, but spoonfed isn't a very good way to get to grips with 3d, best is just to dive in and try not to drown (honestly) At a pinch, there's a fair amount of general info in the tutorials area right here, and you could try some of the more noob friendly 3d sites like maybe www.3dtotal.com for an idea of how the basics work. You can find more of this stuff by checking the links areas at sites like that, but the sooner you start scouting this stuff on your own the better off you'll be. Akumajin
Maybe you could take a look here( its not a tut) http://www.gtaforums.com/index.php?act=ST&f=132&t=226378
Zarg
if you want to model, you can find zmodeler with a dff and col importer & exporter filter, if you can t model with zmodeler very well, try 3dsmax and an appropiate plugin, download a txd workshop or builder and a editor like vc sunchine autos.
