SE Audio Bugs?

I have the second edition but I still have audio bugs like sound cutting out during rain/thunderstorm and dirty cars won't clean, ect. I tried putting the patch under "Second Edition" on the Rockstar website and the taketwo website, but they are for version 1.

 

Why aren't these bugs fixed in the second version, or how can I fix them if I can't install patches?

 

I posted this in the Troubleshooting forum but this seems like the more relevant forum.
