I've recently been trying to get a Gmail account, and I really don't want to use my Cell Phone to get a code (I don't know if it costs anything). They officially opened it up a few months back to the public with their cell-phone thing, in order to prevent spam registrations. However, they left invites for people as well. You can create a filter but I don't think there is a way to block a user from emailing you as though it doesn't even get to you.
