I beat all races, all odd jobs, all missions, and collected all packages, beat all rampages, and completed all unique stunt jumps. I've beaten all side missions to. I don't know what else to do. God, why do people always say if you use cheats you can't get 100%. I did for Vice City and Grand Theft Auto 3. All it did was lower your criminal rating.
