When I was in the Champions of Steel (lolz), the forum we shared with TP and the other 'factions' had fast reply enabled, but that was probably only because someone forgot to disable it, or they were feeling nice.. it was quite useful for me, since it meant I could post without having to load up a new page (I'm on 56k), but I think if it was enabled forum-wide then it would cause people who had nothing much to say to post anyway, just because it's so easy.. They have that in most official gang forums, because it is used by members that can be trusted, plain and simple.
