SIP YEK NOD
Turn your computer off, make sure your video card is correctly seated, and make sure your monitor is plugged in securely.
GTA3Freak-2001
You should check your monitor's connection, they sometimes do that if you haven't got all the pins properly connected.
Tornado Rex
I don't think it's a hardware problem, for the simple fact we can see the f*ck up in the screenshot. If it was hardware we'd just see a normal desktop. Have you tried restarting your computer? If that doesn't work try reinstalling your graphics card drivers. ~ Proud Supporter of the Child's Play Charity! | GTANET + Child's Play ~

Svip
¬¬ Why does it say "Safe Mode" in the lower right corner? Don't you know Safe Mode doesn't handle graphics card that good, because it means to stay "secure".

reticulatingsplines
Clicky. Might not be your video card, if you're lucky.
