I just read up on the new IGN article. Now we know who Ray was talking about in GTA3. I don't recall if we ever ran into Leon McAffery anywhere in that game, but he's definitely in LCS.

I think McAfferey was the guy who you had to go after while he was fishing.

No you killed tanner in Asuka's mission two-faced tanner. McAffrey was in the witness protection house and the ambulance and the guy on the boat was Ray's newest partner after McAffrey attempted squealing.
