It's called editing discussion, though it should be modding discussion, eh? I've suggested that change here. You can find the GTA 3D modding sections under the category named GTA Modding, there are separate forums for the different aspects of modding. As your new, I would take a couple of minutes to read through teh GTAForums rules in the Announcements Forum. Make use of the pinned topics in each forum and the Search Feature here.
