I want to know what program i need to make new tatoos and how to change logos on t-shirts. I' m new at this but i have some nice ideas i'd like to try.

You'll need an image editor or painting program to create your images, and the txd editor of your choice (forum search will find all you need) to add them as textures to the game.

 

Basics of tattoos are here, shirts are a similar deal, edit an existing SA shirt or create your own texture from scratch, add to game, buy shirt from store in game, throw shirt out the window of a moving car. That's all there really is to it.
