i just got a new comp and when i try to play sa the game runs way faster than it should like it's in fast forward mode. eventually it slows back down to normal pace but then it would pick up the pace again.

anybody else have this problem?

This sounds similar to my San Andreas problems. I'm not sure how this is resolved but when I right click on My Computer and select Properties it will report my Pentium 4 3Ghz is running at 4.4Ghz (or higher) - Using CPUz I can see it is really running at 3Ghz.

Somebody on these forums suggests that the game takes this reading as a measurement of your processor speed and this is why the game runs in super fast motion.

One suggested fix was to go into the Bios on startup and switch hyperthreading to off then on. This worked for me once and I was able to play with cutscenes and audio matching but everytime since it still reports my cpu as running faster than it actually is.

Yes it is a problem with Dual Core CPU's. To fix this bring up task manager (alt-ctrl-del) while the game is running. Click on the processes tab and look for the gta_sa.exe process. Right click on it and click Affinity. This will allow you to tell the game to run on only one core of the CPU (either Core 0 or Core 1). Then the game will run at normal speed. Hope this helps.

Crank up all of the settings.

Kick up the AA and AF within the nVidia settings.

Then in GTA:SA turn up the resolution to something like 1600x1200x32 or even more if need be that is if your monitor will allow it as well, details, limiter off, mip mapping on, draw distance full.

That might help to slow things down a bit
