Am I the only one that thinks it's stupid that the main character can now swim, climb over walls, hang from walls and then climb up and I think a few other things but he still can't climb a ladder?

i always thought the same. but just like at the airport, there are many ladders in the map which there werent in LC/VC, so it looks ladder climbing was a planned feature too.

Yes and you're both right that is probably the reason.

 

I think another reason they might have left it out is what xrk said they are keeping you wanting new things put into the game so instead of putting all the features into one game they are spreading them out over the games a smart sales tactic actually.
