It is NOT Vice City. They obviously don't use the MILES sound system which was used in III and VC. They should of sticked with that for San An too. But they know why they didn't. Maybe their license expired and they will be using a totaly new sound system in IV. So, in short: SA is not VC. Do not compare them. They only have the same engine, which is RenderWare.
