Well yeah... just look at the mini games. But you'd have to make a new .BMP for each frame of the GIF, since GTA uses GIF and you'd probably have to do a bit of coding.

You couldn't do an animated .gif. San An dosen't support .gif's

Well How Could You Do It Then? (Put Actual Video Footage In? (MPEG,AVI, Etc....)

the minigames work differently than the normal game. Anyway, no movie or animated image types are natively supported (no giv, no avi, no mpg etc). The only way to get any kind of moving images on the regular map, is to do UV animation, and its not really possible just yet, tool-wise.
