To gt it you must blow it up and then push it into a garage. Or you can get one of teh spawn mods for the game and spawn it where ever you want. Start the race, drive your car into a safehouse garage or park behind Wang Cars and stand on foot for 60 seconds to lose the race. Now the Phoenix is yours.
