Can someone explain me how do i remove only a part of the water that is under my city

The water is an assembly of ca. 300 water qubes
Each qubes is defined by one data line inside of GTASA\data\water.dat
Nearby the Flint Intersection which we can see on radar of your screenshot are many small qubes
One of it can you find at line 183 

0.0 -1552.0 0.00000 0.00000 0.00000 0.19900 0.24100    96.0 -1552.0 0.00000 0.00000 0.00000 0.19900 0.24100    0.0 -1440.0 0.00000 0.00000 0.00000 0.01900 0.02400    96.0 -1440.0 0.00000 0.00000 0.00000 0.01900 0.02400  1


Remove this line and test it ingame, but don't forget to make first a backup copy of your water.dat
