Help with Mod Installer!

Got a mod installer and basically just another tool in a modders case. I know its not any type of final version but I am not sure if I am doing it right.

 

I have just extracted files and put the .dll and the exe into the San Andreas folder. I believe this is what the read me explains to do. Then when I run the exe (which dont seem right to have to open the San Andreas folder to run the program every time) I get a weird message then it opens but looks funny and not correct.

 

Just if you have tested it, plz tell me how you installed it and used it.
