Just open the handling.cfg file.The speeds of all the vehicles in GTA SA along with their acceleration and masses are mentioned which you can modify.

 

The game data says the Turismo is the fastest.Comparing velocities of cars by running them on airport runways is akin to living in a fools' paradise.

The Infernus wins the SF Unique Jump into Airport Height test/compitition as well. With 93' and maybe more. (The Nitro Allowed Test that is.)

I would say the hot knife, as this is first prize at car school, and first prize at bike school is the nrg-500 fastest bike, therefore if it follows a similar pattern we can deduce it is the fastest.

In a straight line, the Infernus beats all, but it has a bit of a push to it which requires some creative E-braking. The Turismo and Super GT are better in the corners if you can keep their asses in line. Those two are VERY squirrely and hard to control. They're all fun to drive, tho, and within 10MPH of each other, so choose whichever one drives best for you and have fun

It is in the data folder of GTA San Andreas.Yes you can edit it and then save it using Notepad.But no,I can't guarantee the stability of your game after changing the values.

I think the fastest car is the Turismo (Since again, its name gives it off) or probably the Super GT just like vishal guessed. A third guess would be the Cheetah.

If I only knew how to read them. I should've guessed the Banshee was in the conversation. It was the fastest top speed car in LCS.

 

Edit: It's also weird the Bullet is tied for the lightest car of the sports cars. It seems like a big hunk of ugly.

phoenix can be found using cheats or collected (with some difficulty) during a game mission

I cant understand this codes of Ottae's, but the Turismo isn't the fastest. Its quite slow, for a sport car, actually. Did you tried the Unique Jump at the airport in LS? the one that dont involve a moblile steps. It's impossible with Turismo, even equiped with nitro. But with Banshee it can be done easily. I, for one, consider Infernus the fastest car in SA. By far.
